Green Party The Green Party would reform Council Tax so that owners of expensive homes would pay more and those living in cheaper houses would pay less. They would introduce a new band at the top of the scale for those with the largest houses, which the party claim would raise £1.7bn. The party also favour moving to a new system of Land Value Tax, where the level of tax would depend on the rental value of the land concerned. Source: Green Party Manifesto

Plaid Cymru Plaid believes that we should abolish the unfair and outdated council tax system and introduce a local income tax. A local income tax would be based on the ability to pay, not on the value of property. It would be fairer and more efficient. Source: Plaid Party policy.

SNP The SNP announced a commission to investigate alternatives to the current council tax, a revenue that the party has long been keen to replace.
