Cap welfare at no more than the average family working income
Should welfare be capped to no more than the average family working income?
Conservative We've capped benefits so no out-of-work household can claim more than the average family earns by working. Housing benefit has been capped to stop unlimited pay-outs. And we've ensured that benefits don't rise faster than workers' wages.
